Japanese carriers agree on unified industry guidelines for carry-on baggage

The Scheduled Airlines Association of Japan (SAAJ), an organization consisting of 19 Japanese companies, including All Nippon Airways (ANA) and Japan Airlines (JAL), announced on March 25 that it has established unified industry guidelines for carry-on baggage across its member airlines. Read More » The move comes in response to an administrative notice from the Civil Aviation Bureau of Japan’s Ministry of Land, Infrastructure, Transport and Tourism, issued on March 19, to address the recent decline in operational punctuality. SAAJ stipulates that passengers may bring up to two items into the cabin: one carry-on bag and one personal item. Personal items, such as a purse or small handbag, must fit completely under the seat in front of the passenger. Specific dimensions and weight limits of the carry-in bag will be set by each individual airline. Dimensions include handles and wheels, and the weight limit applies to the combined total of the carry-on bag and personal item. The SAAJ introduced a new rule stating that passengers are requested to bring only baggage they can lift and stow in the overhead compartment without assistance. The new rules will come into force on April 1, 2026, and will apply to domestic and international flights.
