The Civil Aviation Administration of China (CAAC) recently released the Draft Measures for Optimizing the Review of Domestic Routes and Flights for public consultation. The proposal focuses on strengthening the country’s airport hub system and domestic air transport backbone and basic networks, while addressing excessive competition in the industry. The draft measures introduce more detailed review rules across four key areas: route segment market access, flight capacity management, flight schedule administration, and the entry and exit mechanism for route operating permits. Supported by differentiated incentives and regulatory constraints, the measures aim to improve the allocation of domestic air service resources. The new rules are scheduled to take effect with the 2026/27 winter-spring scheduling season.

Embraer announced it has concluded the acquisition of additional stake in the joint venture with Safran Cabin, along with certain assets related to its operations in Brazil. The agreement includes the acquisition of the remaining 50% stake in Mexico-based EZ Air Interior Limited, a joint-venture established in 2012 between Embraer and C&D (current Safran Cabin) in Chihuahua that has exclusively supported Embraer programs, producing components such as luggage bins, galleys, lavatories, and floor panels for the E-Jets family. The agreement also encompasses the integration of part of Safran Cabin’s operations in Jacareí, Brazil, which are likewise dedicated to Embraer programs. The non-Embraer related engineering services activities of Safran Cabin Brazil will remain with Safran.

CDB Aviation, a wholly owned Irish subsidiary of China Development Bank Financial Leasing, announced the execution of a sale and leaseback transaction for a pair of Boeing 787-9 aircraft with Lufthansa Airlines (Lufthansa) as operator.
