ICAO ratifies global aviation emissions agreement
October 7th 2016
On Thursday the International Civil Aviation Organisation’s (ICAO) 191 member states ratified the Carbon Offset and Reduction Scheme for International Aviation (CORSIA) at the organisation’s 39th Assembly in Montreal, three years after member states were asked to devise a scheme to reduce emissions from aviation. “We now have a practical agreement and consensus on this issue, backed by a large number of states (65), who will voluntarily participate in the scheme – a global market based measure (MBM) – from its outset,” said ICAO Council president, Olumuyiwa Bernard Aliu.
In the next two years, ICAO will work to establish the technical rules for the MBM, which will be based on carbon offsetting rather than carbon taxes, with the goal of stabilising emissions via carbon neutral growth.
CORSIA will commence with a voluntary period from 2021-2026 and then will become mandatory. “The list of states volunteering for the first phase now numbers 65, which we estimate will cover more than 80% of growth post 2020. And we will continue to encourage new states to join,” said International Air Transport Association director general and CEO, Alexandre de Juniac. The phased CORSIA has been estimated to cost the aviation industry US$24 billion in the next 20 years.
