United Airlines (UA) is leveraging an ordinary code-share application to highlight its objection to a slot allocation process at Manila which it says is unfair.
PAL Express has sought to code-share with Philippine Airlines (PAL) on the Manila-Guam route. As a U.S. territory, aero-political matters involving Guam go through U.S. authorities. UA has told the U.S. government it is “not opposed in principle” to the code-share application, but that the government should defer a decision on the code-share until UA is given a fair and equal opportunity to compete, as stipulated in the U.S.-Philippines air transport services agreement.
UA has been refused approval for an additional flight at Manila despite PAL, in recent times, increasing the frequency of U.S. flights by 25%, which suggested slots were being allocated to PAL but not UA, it is being argued.
“United believes the Government of the Philippines can and should do more to support United’s pro-consumer and pro-competitive commercial plans at Manila,” the airline said.
