The accident killed all 298 passengers and crew on board. The sanctions targeted Sergey Dubinskiy, Leonid Kharchenko and Sergey Muchkaev. Dubinskiy and Kharchenko were convicted in the District Court of The Hague in November 2022 for their contribution to the downing of MH17. At the time of the tragedy, Kharchenko was a colonel in the Russian Armed Forces and commander of the 53rd Anti-Aircraft Missile Brigade that supplied the Buk-TELAR missile that destroyed the aircraft. “These sanctions demonstrate the Australian Government’s ongoing commitment to hold to account those responsible for the downing of Flight MH17,” Australia's Department of Foreign Affairs said.
